The ‘ring’ as you call it is the opening of the foreskin, through which the head of the penis (‘glans’) passes when you retract the foreskin. It has nothing to do with the ‘tube’ (called the ‘frenulum’), which you have indeed located properly: it’s normally present on the bottom side of the penis, and goes from the hole your urine and semen comes out, and goes parallel to the shaft, slowly “dissolving” into the shaft skin.

My question about your earlier experiments: have you left your glans exposed (that is, the foreskin retracted) or have you rolled the foreskin forward again after ‘flipping’ it behind the glans?
