Ahhh, I take it that your brother has a rather long foreskin? I'm afraid that what you're describing aflicts all males in one way or another. The colder it is, the more his bits are going to be, well, er, bits, and if he's doing winter sport, then the chances are his kit is going to be wet and cold too.!

Do you know if your brother able to skin himself yet or is he still quite tight? If his foreskin is still tight, which isn't uncommon amongst lads his age, then some gentle stretching exercises may help the situation some.

Is this just a cold weather problem, let us know.
