It might be a good safety idea to try to push the skin forward. When (if) flaccid, try to press the blood out the head and then push the skin forward. If the skin is tight it can disturb the blood flow severely and that’s never preferable.

I’d say, even if you decide to keep it retracted all the time, it would be a good idea to give it some rest for a couple days and then try to stretch the foreskin loose enough to accomodate safe retraction.

I think your description fits a light oedema on the [tight] tip of the foreskin, which currently resides behind the head. It would really do it good if it could relax.
