>I have a condition which I thought could be considered as a relative phimosis, but research shows me it looks more like frenulum breve. When flaccid, sking can be completely pulled back. With a partial erection, I can pull it back somewhat, but with the hourglass effect. When fully erected, I can barely even pull it. The glans can be entirely uncovered, but skin accumulates right before it. I feel a tension in the frenulum whenever I try to pull it.

Ah, so in each case, it can be retracted, but when erect, simply not further than right behind the head.

One is sure, if you produce an hourglass effect, you have a tight foreskin. From the fact that you cannot pull much on the foreskin when erect suggests that you have a shorter frenulum than it should be.

>So, which do you think this is? Can this be completely solved with stretching exercises (actually I'm sure you don't have a definitive answer; I'll get back to you on that on a few weeks)?

The tightness of the foreskin most definitely can. With the same exercises, it’s also likely (though people will most surely debate this) you can lengthen the frenulum.

>I know both cases can be solved with minor slits. If so, how much time would it take for the little fella to be back up and running again? Will the lady notice it right away?

If you’d get circumcised, I’m sure she’d notice right away. That’s quite an abrupt and major change. Not required to treat your problems.

As for the frenulum — one can get it cut out completely (similarly to what they do to many babies when the circumcise them), or just cut and lengthened that way (aka. frenuloplasty). Even these minor mods result in swelling and stitches and a healing time — it’s not suggested you have sex while those are happening.

>Thanks for your kind help.
