Betamethasone is not required, but it helps. If you get your hands on the ointment the amount you need is only as much as you can rub into the skin so that it vanishes completely. There should be no residue of the cream.

If indeed you don’t have LSA or fungal infections on the skin, you will be able to make it less tight with the method described on this page:

I suggest, however, that you have your penis checked by your family doctor or a dermatologist.
