Oh now I understand on the third read. On the sides, that’s not the frenulum, the one in the middle is. The sides, that’s different with each person how thick that is. Interesting that one of those is what you tore and not the frenulum itself.
I don’t suggest you try to cut the frenulum, there are rather thick veins below and you could do more harm than good. I think the best course now would be to leave it alone and let it rest and heal. Also don’t have sex for a little while. You’ll see that you’re already able to retract further than right behind the head — if your frenulum indeed rips later, you’re still better off than home-made meddling with a scissor: it’s unlikely that that would do great harm.

No. The more freedom it has, the better, but it isn’t necessary that you can pull it back right to the base.
