Need to get a frenuloplasty- Need help in Md, USA

Hi,
Need to get a frenuloplasty, live in Wash DC area. Went to a urologist and he said he never performed one in 20 years of practice. Foreskin just pulls back over the head when erect. Is it a common practice in the USA? I would really appreciate your help.
