If you persist in doing it yourself, you shouldn’t cut it with scissors. There will be much bleeding and the healing will not be under optimal conditions without stitches.
A much better way is tying up: no bleeding and hardly any scars. I did it myself too, but I don’t stimulate this way of frenuloplasty because of the infection possibilities if not properly kept clean.
In my country family doctors or GP’s do the same. When a more complex operation is necessary the help of an urologist is needed. If you have any doubts: don’t do it yourself and visit a doctor.
