Yes, it was the circumcision. The problem is that every cutting like that creates a certain amount of scar tissue and any additional nerves that are cut will not reconnect. Perhaps a talented surgeon could cut along the past circ scar and rotate; I won't rule it out, but I tend to prefer to keep knives away from that region.
