frenulum sensitivity

i was circumcised as a baby and there is no appearance of a frenulum present on my penis. i noticed where someone said that a neonatal circ does not remove the frenulum, but other places i have heard that it does. i would like to know if it is normal for the area where the frenulum is supposed to be, to be slightly numb to a soft touch (somewhat like a scar is)but heavier touch (especially with a vibrator right on that spot, and when i masturbate that is a trigger spot) produces that special sensitivity i have heard about. the area is only the area where i think the frenulum is supposed to be. what bothers me is wondering if during a circumcision that that area was cut and thats why it feels slightly numb like a scar, and maybe deeper down those nerve endings are still there, and i am missing the full sensitivity, or could it be that this is the way it is supposed to be. how can one tell if the frenulum was actually removed or just did not develop. someone that knows, please help and give me an honest answer
