I really don't think that he is able to make such a choice at his age, no matter how well it is explained to him. I certainly know that I wouldn't have been able to it at that age.
Go for a solution that is as gentle as possible. There is no reason for a circ, if 'something less' can solve this. No need to amputate a leg if only the foot hurts.
It is much easier to do a circ than to undo it later...
Right now your son might say "let’s just do the circumthingy", but I very much doubt that he would say the same if he was 14....
By the way, stretching will not (as far as I know) help if it is the frenulum that causes your sons problemJust for the record: I'm not biased against circs, had one myself 2 weeks ago.
