For comparison purposes, it's fair enough to press the ruler down to the pubic bone. Measuring along the top is correct. Measured like that, the average is about 5 1/2 inches to 6 in. Four and a half is really plenty for all uses except porn. When you press you'll probably have over five anyway. Don't sweat it - you are fully within the normal range.
