Your doctor was referring to a dorsal slit procedure, which is a good short term maneuver to alleviate the phimosis. The foreskin is almost unique in its ability to have bacteria and viral particles attach to it. Once inflammation begins with a constricted foreskin, the tissues swell (edema) and bacteria enter the mucosa more easily leading to a very vigorous repair process. This unfortunately too often results in microscarring, and the foreskin gets tighter and tighter. I would assume you BSL control has not been excellent in the last few weeks????
In addition there may well be some monilia infection (yeast)as well. It is not a good thing to do a circumcsion while the tissues are infected so the dorsal slit is a temporary 'fix.' Of course my next statement will be howled down by some here because the best course of treatment is a properly done circumcision, and some folk here can't stomach that. But it is a very sure way to stop this from recurring. I don't know where you live but if you are in the US I have little worry that you will get competent advice on this. Elsewhere, dorsal slits and creams are often advised as the ONLY treatment due to a perceived lack of acceptance of a formal circ. the dorsal slit, in my opinion, does not produce a good cosmetic result for the long term.
There are excellent centers in the UK but you might need help locating them. Hope this helps. David.
