What did happen and is still true after 20 years is that the cut line is pleasurable especially to light touch.
I would never achieve orgasm from it- I don't think- as it, like the rest of the mucosa, except for the frenal area, I find to be more irritating if that is all that is being stimulated. (True before the circ and it didn't change after.)
Now the frenulum. This is NEVER cut in a neonatal circ. It does not develop though as a raised band except just under the V-notch under the glans. Otherwise it will mostly, but not always, be a smooth area with just a hint of a bit of raised mucosa as the meatus is approached, as I said. No nerves are cut and so there is no alteration in feelings in this area. There may be some men who cum at the slighest stimulation of the frenulum. Some men orgasm, depending on the circumstances (and their emotional state) by stroking the scrotum, or sometimes, just their nipples- so the point is, that the perception of pleasure at various points of the skin is different from one man to another.

Deeper pressure about 3/4" down from the point of the V is often where pleasurable feelings in the frenulum mucosa and the urethra seem to reinforce each other and feel especially good, men report, if a fingertip is placed there and circular movements are made. Some men use this as their masturbation technique, even the circumcised! For others, it wouldn't do much at all.
