It is true that the nerves to the frenulum are not cut in a routine infant circumcision (RIC) but if you feel nfumbness to light touch on the frenulum mucosa, it may be a perception of feeling diferent compared to other parts of the penile skin. I don't feel sensations as strongly a 1/2" to the left or right of the frenulum as I do from the mucosa on the other side just by the corona. It's not numb exactly just less erotic. Deep pressure though is great.
Just a note: use of a vibrator has been shown to dull sensation to light touch and you might consider switching to finger manipulation until you can respond tothat. The reason for this is that the brain gets conditioned to the vastly greater sensory input from the vibrator and ends up not recognizing much gentler sensory input. Perhaps this has happened to your frenulum. I am only guessing but women who use a vibrator more or less all the time often have trouble reaching orgasm via intercourse because that doesn't provide enough stimulation to the whole clitoral area which has come to expect much more. In this sense the clitoris is much more vulnerable than the penis to this 'down-regulation' of receptor response. It's fixable though. Stop the vibrator for a while- it might take weeks to be able to tell if ther is a difference. However, even if the frenulum only ever responds to a vibrator, it isn't going to hurt you or stop you having great intercourse.
