Greg, if you have just a short frenulum, then a circumcision is not really neccessary. Also, getting circumcised will not resolve the weird bumps and veins, they are probably just normal penis stuff (though to be 100% sure you'd have to check with your doctor).

Yup, it's distressing. But try not to fret too much. It would probably be worth talking this over with one of your parents or your doctor to get their input. Ultimately, if surgery is neccessary at some stage, you'll have to discuss it with your doctor anyhow and also your parents if you want to address the problem before you are 18 (you'll need their signatures on the consent forms because you are under age).
