Ideally, you want it to heal with the foreskin retracted but he might not be able to with a short frenulum and he may find the glans too sensitive but if he could let it dry in the air for 10 mins and sprinkle talc powder on the glans, NOT the frenulum and keep it exposed like that ( tape on the corona-side of the penis can be useful to keep the foreskin held retracted- again ONLY if he can do it without pain or having the foreskin too tight and causing paraphimosis ). The problem with frenal tears is that they scar down and it is best if the fenulum remains at its greatest length during the healing process to ensure it doesn't do that. Try it out. Most people don't understand this and that is why tearing and re-tearing of the frenulum is so common.
