The foreskin a bit bulgy looking, that can well be that it’s a bit too tight to be retracted when erect. See aforementioned pages on how to change that for the better, at home.

As for the vein — of course that’s part of the foreskin! Just like the veins of the back of your hand are part of it. Some people have quite well-visible veins on their hands and are not out to remove them :P I doubt anything would be wrong with the veins in your foreskin.

The extra emphasis the vein gets can very well be the side effect of the tight foreskin.
