When you retract the forseskin, it tends to pull the meatus "apart" from both sides and that causes an "unnatural" flow of urine (spray or throwing it in the wrong direction.

If you FULL retract, then the foreskin is no longer interfering with glans and then meatus taks its "normal" position and you should piss straight without spray. (usually). (Beware that frenulum, if not long enough, would pull down on tip of head and thus skew the meatus opening.

The trick is to retract fully, and bring skin halfway back over head. That ensures that any tension that messes with the meatus is destroyes/negated and you then piss normally.
