Since you're able to have sex and you can actually retract it while flaccid, i'd say you should give a try to stretching it. The frenelum just like your foreskin, can stretch more with some stretching. Mine was pretty short before but after a month of stretching every day, it was quite elastic.
Don't say you're not normal, you were born that way, and judging from your wife still being with you, you're doing a good job with it! ;)
Jokes aside, I decided to go with a circ, which I got done 24 hrs ago. I can't say right now if i enjoy it or not, but for me it was the best choice. I had phimosis since forever, and i just didn't want to have to deal with all of the issues coming with it. I was torn about it for a few days just like you are now. Like I said, try stretching for a while, you don't have any sexual problems because of this right? It's free to stretch, but if you get cut it's over, you can't go back.
