Tight frenulum

Hi..I had consulted a urologist 5 years ago, and he told me that i had a frenulum breve.He told me not to worry about it and that it wouldn't affect 'normal' life.Now, i am 21 and i have reasons to worry about it.I can uncover the head of my penis when flaccid and a little more.After that, i am not able to uncover anymore because of some tightness in the skin (not the frenulum..it gets pretty tight anyway).Do i see another problem here? I have never fully retracted my foreskin down to the base of the shaft.Can problems with frenulum breve be temporarily solved with condoms? I have never handled condoms before, so is it possible to wear a condom over the foreskin that hasn't been retracted over the glans? I might be thinking of penetration in a few weeks' time.Should i go ahead with it? What exactly is an incision when it comes to frenular contexts? Is the frenulum fully cut off? Please let me know...
