You can wear a condom over your foreskin that hasn't been retracted, however it will dramatically reduce your sensitivity and may sometimes cause anoying and also painful pulling as the foreskin tries to move back during penetration.
The operation for the frenulum I am having in a few weeks is a frenuloplasty. No part of the frenulum is removed. If you hold the foreskin out away from the head and imagine a cut along down the head of the penis along the glands for about 10 - 15 mm. Basically that is it. It is stitched up with disolvable stitches. Apparently the overall gain in length of the frenulum is around 20 - 30 mm. The extra length will allow the foreskin to retract futher over the head of the penis and overtime will also stretch the opening of the foreskin to make retraction even easier.
