Better is to pull it up and out from either die, like you are holding open a halloween goodie sack. Hold it taut but not quite painful and hold it there for a few minutes. Do this several times a day. You'll be fine before long.
The precum is not flowing because your body is not being fooled into thinking you need lubrication. when you are with a girl and doing lots of petting, your body will know the difference (it may be caused by pheromones or other interperson triggers) and you will probably produce plenty.
