Ivan's quite correct, in that you'll probably find that you produce more precum when you're with somebody. However, there is a tremendous difference between males in the amount of precum we generate. Some hardly produce any at all, while others could refill the oceans! So I wouldn't worry about it.
Since phimosis does prevent a lot of the stimulation that a guy can ordinarily expect to get, I guess it's possible that it might affect the amount of precum generated, but I'm just speculating, really.
As a thought, you could try a few drops of baby oil or something similar to lubricate things, but do go easy and please don't force the skin. Ralesk and Ivan are probably the best people to ask for advice regarding stretching.
