Phimotic scar, frenulum breve

I have a painful phimotic ring as a result of infection trauma, and it has compounded with an acquired frenulum breve.. I went to the urologists today after two years of pain , and he said since I was circumcised at birth and now am 51, there is so much scar tissue that he is worried that additional circumcision would cause more scar tissue. I don't think that he's well versed in frenuloplasty. He prescribed steroid cream to attempt stretching. I'm afraid I don't have much confidence in the cream. What surgical technique can I point him to that might provide better results in a frenulum that is shortened with scar tissue? The phimotic ring will clearly have to be dealt with surgically, as eretions are extremely painful.
