Here's an article on the study of a topical steroid with phimosis. It was apparently done in Sweden where they used a cream containing 0.05% clobetasol propionate: http://www.cirp.org/library/treatment/phimosis/jorgensen/

Apparently there is a preparation under the name of Lotrisone that contains both above mentioned drugs, although it is marketed as anti-inflammatory and antifungal. It is most likely you will need a prescription for such creams and as Drugstore.com has a 30ml tube they sell for close to $60 USD, hopefully you have insurance that would pay for it.
