When flaccid, do you have any remaining skin that covers the glans, or does it always stay behind rim of glans ?

If it is the frenulum, then it could simply be removed completely. This doesn't leave much of a scar.

if you have a partial circumcision and the scar has become phimotic with age, then you my have to go for a full circ. The process which has made your ring phimotic over age will make any remaining foreskin phimotic too.

Find a competent urologist.
