Surgically wise, I'm not sure that a further dorsal slit will do you any favours and don't think it sounds neccessary. If the problem is with the frenlum being tight then that is what you need to address. There's a few surgical techniques that can correct this. There's also one or two guys that have stretched it to some degree and had some success.
