Yes.

A condom will help in contraception :P But yes, some report that it makes it easier for people with phimosis, in that their foreskins aren’t being pushed to retract during the intercourse.
Lubrication can also help.

That’s normal that he’s having discomfort when touching the glans — once he becomes able to retract his foreskin, his glans is going to get used to the exposure, and this pain will go away. A well-lubricated touch is not likely to hurt even in this condition, however.

>I sincerely hope to hear from you about what to do to help him.Since you want to avoid an operation, what I can suggest is what we call stretching. It’s a simple exercise, one that can be turned into a daily routine. Here goes.
It doesn’t matter whether he’s flaccid or not, what he has to do is to grasp the tip of the foreskin and pull forward. The foreskin is going to form a “tube” of sorts. Now, to make sure the skin knows in which direction to grow, he also has to pull in a way as if to open the orifice. A good picture is available here. (It’s a photo of a penis, I sincerely hope you two won’t feel offended by that.) He should make sure he feels tension, but no pain. Lubrication will help if there is painful or uncomfortable friction between the glans and the foreskin — what comes to my mind is using a syringe (without a needle of course!) to squirt a little lube inside, if needed. As a last line, every attempt at this should be held for a minute or so, repeated a couple times per session; have one or few sessions a day. In as small as a week he should experience results, although the whole process can take up some months. Some parts of this are of course up for personal fine-tuning — everyone differs.
