If your bf wants to have a fully functional foreskin, there’s an option for him — it shouldn’t hurt him. If he doesn’t want to retract the foreskin and is otherwise not having problems with it and enjoys it as it is, there isn’t a strong reason to meddle with it.

That’s interesting. Never before heard about a person with such condition and I’ve been here and on another forum for 3 years soon.

Many are able to. But the problem with non-retractable foreskin is that the more sensitive parts — the inner side of the foreskin, and the glans — are not being stimulated well enough. I find, however, that if I don’t retract the foreskin at all, the generated precum makes it quite slippery inside and that provides plenty stimulation for me to get off — his mileage may vary, of course. I don’t find it as good a stimulation as being able to retract the foreskin, however, but it definitely doesn’t stop me from reaching orgasm. It would suggest that there may be some other underlying problems, but I believe that even if there are, he would benefit from being able to retract.
