Without beating around the bush, so to speak, this fellow needs circumcising but before that, he clearly has a psychological problem to boot... the inability to ejaculate with masturbation has nothing to do with his phimosis bad as that is. Anyone can reach orgasm and ejaculate from a multitude of erogenous zones and the phimotic penis is still one of those, albeit markedly impaired.
Despite Ralesk's implication that it is okay to live with phimosis, it is NOT! It's not the norm, and these fellows are at the greatest risk of penile cancer. Be warned!
