While you might never need circumcision and steroid creams might work consider the following: steroid usage is more useful if you have inflammation and it doesn't sound like it in your case, though it does help normal skin stretch by thinning it out. So while long term use of steroids WILL thin the skin and let it stretch but be aware that the thinner skin will not rethicken, and thus is more prone to small tears and abrasions and inflammation. In addition, steroids absolutely increase your susceptibility to infection so they are not the answer to all things foreskin especially if used for months. All GPs and urologists have seen the effects of steroids causing infections. In any case, any stretching effect is likely to be slower than you might need. More importantly, a non-fully retractavle foreskin at 28 may also be accompanied by a tight frenulum. Hopefully this will soon be revealed, either with steroids or stretching. The use of Vitamin C 1000mg slow release capsules ensures rapid healing if taken the day of surgery BUT do not do that now if you are using steroids to assist you stretch the foreskin as the Vitamin C antagonizes the actions of steroids.
