That’d be highly unusual. If anything, people on such are just a very small sample of the whole country, and most possibly part of an exhibitionist fringe of the population. (This wording seems to imply that it be a conspiracy of sorts of these people, but I do not mean it that way.) Your average peasant from the fields / worker of the city is with quite a high probability not in this sample and very, very likely not circumcised unless Jewish (or Turkish, in the case of Germany). Which is still not much.
