It is almost certain you have the so called 'phimotic ring' -its visibility or not is not important- from a practical point of view if the foreskin is pulled back as far as possible and there is a definite narrowing of the "trunk" - in effect, a sort of hour-glass appearance- it IS a phimotic ring. But forget that, a non-retractible foreskin is not the normal state of the foreskin and it carries potentially small but serious as well as more common moderate health risks. Try the methods listed here and to the site Ralesk directed you as well. However, don't be terrified about having a circumcision if you have to have one- contibutors here, like Jake and I both had circs done as adults and it was not only NOT terrifying, it has produced better functioning penises- without going into all the details of what that means. It is minimally painful, if done well, and if I am reading your post correctly you are in Sydney (??) and there is a great clinic there that uses laser with stunningly good results.
