Not to worry mum, what you are doing will put everything right. The opening on his foreskin will continue to stretch, just don't go overboard in a panic with the stretching at the moment so any injuries to his foreskin can heal.
If, after the healing, he's still tight "down there," then get your GP to prescribe Betamethazone Cream which will help him stretch. Best to tell him that leaving himself retracted isn't a good idea until he loosens up a bit.
As for the op being no big deal as David_R says, possibly he may not be aware that being cut in the UK will make him odd man out and make him look either Muslim or Jewish, none of which a 10 year old boy wants. Consider the boy who may well enjoy his foreskin and who has already been terrorized when his willy bit him in the bath and now terrorized again with this talk of cutting off part of his willy. At 10, he has no need to expose his knob anyway.
The best bet is that whilst mum's current treatments continue, to teach the lad how to apply pressure to his glans to squeeze the blood out and then have mum gently pull his foreskin forward.
