I'm in England, and was circumcised about a year ago, though not for phimosis. I hope I can help.

It's possible. If you're lucky, you might find your doctor will be able to perform the surgery in his office, under local anaesthesia.
The problem with hospital is that waiting lists can be pretty long. That might make it difficult to schedule the surgery during term time.
Another option is to fork out some cash yourself and have it done on your timetable. But of course, you're a student. :-)

Perfectly possible, yes. You could recover at a friend's house, if you wanted.
