i dont know what is wrong with me! phimosis or not!

I am 17 years old and have been reading everything and still do not know what i have....

when flaccid my foreskin can retract with no problems except a sensitive head which hurts to the slightest touch, however i slide the foreskin down it kinda forms the hour glass effect and the fenulum or bridge looks like it is formed attaching the head of my penis to the lower base just below the head. once errect i can not pull the foreskin down it feels like at the end of my foreskin at the opening there is this ring that can not fit over my head with out causing severe pain and swelling. if you must see pictures i can show u please help please!
