Sounds like 'RADIAL STRETCHING' is needed to correct this. You can accomplish this excercise in two different fasions.
First, by using your index fingers, gently placed within the prepuce and spreading the foreskin open. Hold for about 10 min., relax and repeat for the next hour or so.
Second, through the application of a cylindrical device which is slightly larger than the diameter of your penis while in a placid state.
