I don't really know what you mean by scar tissue. I'm not really experienced with this, but is it just a darker piece of skin than the rest of the foreskin? I have a phimotic ring that looks like a dark ring of skin and it is the only place the gets constricted. I think it might have been left over from an injury or infection. Anyway, I started stretching a few days ago, and it has begun to loosen a little bit. I read in a medical article that out of all the men afflicted with pathological phimosis (what adults have) very few actually have to resort to circumcision (which is seen as a last resort). You should see an urologist and ask for that cream, beta-methasone. It may help. If you still want a quick surgery to get rid of the problem, there is also preputio-plasty. This process will not require any of your foreskin to be cut off. It makes a few cuts along the phimotic ring so that it will become less constrictive.
