No my phimotic ring is white, and the skin is very thick, scar like, so I'm presuming its scar tissue. When I first started stretching I think I tried to achieve results too quickly as I've had scar tissue there since and it now won't stretch. I recently read the following at a piercing site and I think relates to the problem I have: "Stretch only as far as will easily go. Unnecessary force will tear the skin, giving easy access to bacteria and leaving visible, hard scar tissue that won't stretch properly to the next size. You could even lose your piercing."

I have a phimotic ring that looks like a dark ring of skin and it is the only place the gets constricted. I think it might have been left over from an injury or infection. Anyway, I started stretching a few days ago, and it has begun to loosen a little bit. I read in a medical article that out of all the men afflicted with pathological phimosis (what adults have) very few actually have to resort to circumcision (which is seen as a last resort). You should see an urologist and ask for that cream, beta-methasone. It may help. If you still want a quick surgery to get rid of the problem, there is also preputio-plasty. This process will not require any of your foreskin to be cut off. It makes a few cuts along the phimotic ring so that it will become less constrictive.
