Scar tissue anywhere will definitely be less elastic than regular skin. However, you should still attempt the other less drastic methods prescribed on this site by many of the other visitors. They really do work for some people. If you don't want to try, then at least talk to the doctor about alternative surgeries (like the preputioplasty) before cutting your skin off.
