Scar tissue will also stretch. Babies who have been circumcised have scars encircling their penises, and the scar grows over the years right along with the circumference of the shaft. If that were not true, there would be a constriction of the shaft at the location of the scar.
What is your cause to believe that you have scar tissue? Have you suffered trauma to your penis?
