I suspect I have Frenulum breve...how can I check?

I only recently worked out that I had a form of phimosis at age 21. My foreskin CAN retract, but it's excrutiatingly painful to do so. It's like a vise wrapped around my penis when the foreskin is behind the glans. From what I've seen, I suspect my frenulum is a bit short. Or it's attached wrongly. This is hard to describe, but if I retract my foreskin fully, the frenulum seems to pull and stretch itself over one of the "v-flaps" of the underside of the glans.

I don't want to get a circumcision. What other options would be good? Since this is more about the frenulum than the foreskin, stretching is a bit hard.

Anyone else encounter this problem?
