Circumcision is not neccessary to resolve a tight frenulum problem.

I've heard one or two success stories about stretching the frenulum, but that's about it. Perhaps, if you went that route, a steroid cream might help? There are several surgical procedure that can help resolve the problem too, which might be worth considering. Again though - circumcision would not be neccessary.
