To me it sounds like your frenulum is tight and keep the foreskin up. How is your frenulum, is it tight? Whatever the case may be,there's not much I can suggest to resolve this problem other than to get another opinion as your doctor doesn't seem to know what the heck he is doing. Seeing a guy that knows his business will make you better knowing that you are getting the right advice.

If you are in the UK I can give you details of the specialist I saw, if you e-mail me. It's a private practice, but he's been in the business for 20 plus years and knows what he talking about.
