tight forescin

This site has been a great help to me. Before I found the site I thought I was one of the very few who had this problem. I cannot retract the foreskin much at all flacid or with an erection. I don't feel any pain with an errection or have any problems ejaculating. I have only had sex with one girl and that was with a condom,though many times. I am currently single and can't try having sex without a condom. I'm really concerned that it may hurt without a condom, should I be? I notice that, what I think is the Frenulum breve, seems to attach my foreskin to the top of the glans. Is that normal? Should I start stretching the foreskin? I'm worried that if currently I would have no problems having sex with a tight foreskin, could I actually make it painful by making the foreskin retractable half way through months of stretching.
