He sounds very sensible. Cutting SHOULD be the very ;ast resort. You have achieved virtually everything - except being confident that all is well. Keep expanding your foreskin for a bit so that you will be confident that you have no need to fear paraphimosis. Then the normal retracting of daily use - while peeing, wanking and other sex activity - will keep it right. Cu\\Surgery is for diseased or malfunctioning body parts, not healthy ones doing as they are supposed to like yours.
