never retracted foreskin--absolutely clueless.

Hi all. I was just told about this place, finally some answers.
I read as much as I could and still have some questions.
I have never retracted my foreskin. I do remember that at times in the past I did stretch it just out of curiousity when I thought a tight foreskin was normal, but I never followed up on it and it went back to it's normal state, about a dime size opening. When I pull it back as much as it goes, I notice a piece of skin that attaches the foreskin to directly under the pee-hole. Is this normal??? Is that the frenulum??? It looks to me that it's actually part of the foreskin...I'm sooo confused.
I ordered Betamethasone cream today on line and will start stretching as soon it arrives. What is the best stretching method??? Pull back and hold???

by the way, I'm 22 years old---is this going to be a factor in the stretching?
