Ask the doctor to break the adhesion after having applied local anesthetic. Then, you should apply some oil/vaseline to the glans/skin at regular intervals and make sure the skin doesn't reattach itself to the glans.

It can take up to about 3 years for the glans to develop its full skin layer, and until this is done, its surface tends to be "sticky" in terms of adhering to nearby skin. On a circumcised lad, I suspect that the glans does complete its development quickler and loses it adhering property sooner.

Adhesions are not uncomon in adults, it just means that the parents never noticed them when the boy was a baby/lad and never took any remedial action, and the poor chap grew up with them, not knowing that they could be removed easily.
