Based on what a lot of guys have posted on this site and another that I found out about today, you can stretch it. I have the same problem but my opening is a little bigger then what you describe and I'v started stretching and I have a good feeling that all these guys on this site are not lying. People stretch their ear-lobes for artistic perposes. If they can stretch their ear-lobes, you can stretch your foreskin. I've messed around with stretching because I was curious when I was about 14 or so. But never for a long time so it went back to it's usual way.
All I'm saying is that there are guys on this site who say they've done it.
When you finally stretch and find out that the frenulum is too short, which a lot of guys have also had, then you can get a frenuloplasty, which is nothing like getting circ'd. Just follow instuctions further down on this site and go at it.
